The April 2007 GAO Report — TITLE INSURANCE: Actions Needed to Improve Oversight of the Title Industry and Better Protect Consumers — included a recommendation to state regulators, encouraging the “strengthening the regulation of title agents through means such as establishing meaningful requirements for capitalization, licensing, and continuing education.”
